Why Central Bank Governor, Riad Salame, should not be the scapegoat of the economic crisis: This is not about defending Riad, rather about explaining the whole process . Citizens deposit their money in banks > banks put this money in the Central Bank > the Central Bank loans the State to fund, for example, the electricity sector, the salaries of public sector employees and to fix the exchange rate. The Central Bank also sells our dollars in the market to keep it circulating, keep its price low, finance the credits of foreign trade and provide dollars for traders. This cycle remained active until Lebanon’s foreign relations worsened, tourism plummeted and foreign investment stopped, with all of these factors contributing to the decrease of dollars cash flow to the country. Furthermore, public expenses increased and with it, the need for loans. Salame gives loans to the State. This means that the State is the one spending the money, NOT Salame. The State, in which the parliament plays a critical role in voting on the annual State budget and public expenditure, spent the money that it took FROM Riad Salame. Riad Salame knows where our money is going, who's handling it, and how it is being sent, but he remained silent. Why? He plans on becoming President of the Lebanese Republic. As such, he needs to please the political class, which will in turn help him achieve his goal. Riad Salame keeps loaning the State money, which us citizens earned with our own hard work, and the State keeps spending it. Riad Salame’s fault is that he did not speak. What happens to those who speak? Francois Bassil, former president of the Lebanese Banking Association, decided in 2014 to stop giving the State loans and spoke about the theft of the public money. In retaliation, Hani Kobeissi, an Amal Movement MP, filed a lawsuit against Bassil. This makes the message clear, you either cooperate with the system or you go to prison. Riad Salame is an important screw in a big machine. This screw can be changed over and over again to keep the machine working. The problem is the machine, not just Riad Salame. .
